Returned emigrant (Spanish citizen returning)

Guide for Spanish nationals returning from abroad: CER certificate, SEPE benefit for up to 18 months, RAI for those aged 45 and over. Updated 2026 requirements and amounts.

💡 Only available for returns from outside the EU/EEA. Deadline to apply for the CER: 6 months from the date of return to Spain. The SEPE benefit requires at least 12 months of employment abroad within the last 6 years.

Proceso paso a paso

The process begins in Spain after the return. It cannot be initiated from the consulate.

Consular deregistration before leaving the country
Apply for deregistration from the Spanish Consular Register at the Spanish consulate. Obtain the consular deregistration certificate. This must be done BEFORE travelling.

Register with your local municipality in Spain
Upon arrival, register immediately with the town hall (ayuntamiento) of your municipality of residence. This is a prerequisite for the CER.

Apply for the CER
Submit the application for the Returned Emigrant Certificate at the Government Delegation in your province. The deadline is 6 months from the date of return. Submit your consular deregistration certificate, passport, and municipal registration certificate.

Register as a jobseeker with the SEPE
Using the CER, register with the SEPE as a jobseeker. Apply for the returned emigrant unemployment benefit.

Apply for the SEPE benefit
Submit the benefit application at your local SEPE office with the following: CER, jobseeker registration, employment records from abroad, and an activity commitment declaration. A decision will be issued within 15 days.

Apply for RAI if applicable (aged 45 and over)
If you are aged 45 or over and are not entitled to the standard benefit, you may apply for the RAI (Active Reintegration Income) after 12 months as a registered jobseeker.

Errores que llevan a la denegación

⚠️ Failing to apply for the CER within 6 months of returning

Consecuencia: Loss of entitlement to the certificate and all associated benefits

Solución: Apply for the CER as soon as possible after returning. The 6-month deadline cannot be extended.

⚠️ Applying for the CER after having resided in an EU/EEA country

Consecuencia: Application will be refused — the programme is exclusively for returns from outside the EU/EEA

Solución: This programme only covers returns from non-EU countries (the Americas, Asia, Africa, etc.). Returns from EU/EEA countries are governed by different regulations.

⚠️ Unable to provide proof of 12 months of employment abroad

Consecuencia: SEPE benefit application will be refused

Solución: Gather employment certificates, contracts, pay slips, or work history records from your country of residence. Have them translated into Spanish if necessary.

⚠️ Having income exceeding 75% of the statutory minimum wage (SMI)

Consecuencia: Benefit application will be refused

Solución: Income is assessed on a monthly basis. If your income exceeds 75% of the SMI, you are not entitled to the benefit. This includes income from employment, capital, and other benefits.
