📍 Empadronamiento

The padrón is the register of a municipality’s residents and proves where you live. Everyone living in Spain must register on the padrón where they live (Law 7/1985, arts. 15 and 16). In Barcelona it is free.

How: Three routes: in person by appointment at a Citizen Service Office, online, or by phone on 010 (help in Catalan, Spanish, English and French; you then post the documents within one month). Online, if everything is in order, you get an email confirming your registration in about 7 calendar days; by phone or in person, the registration document is sent to you by post.

Documentos:

  • ID: TIE or passport
  • A current rental contract of at least three months (if shorter, with the extension in writing), plus the last rent receipt paid within the past two months, an electricity, water or gas bill in your name from the last three months, or the bank transfer
  • If you are neither the owner nor the tenant: express signed authorization from an adult (the owner, the tenant or, for their partner and children, someone already registered) with a copy of their ID

💡 If you are undocumented, your passport is valid. You do not need to own or rent anything in your name: the City Council’s power to ask for proof of the home gives it “no competence to judge matters of ownership or urban leases” and its “sole purpose is to serve as evidence” that you live there (Resolution of April 29, 2020, BOE-A-2020-4784). If you live on the street, in emergency housing, without a stable address or at risk of eviction, you can register with no fixed address using a residence report from Social Services (or, if you are not a service user, requested at a Citizen Service Office or the OPSE). Non-EU nationals without long-term residence must renew their registration every two years (Law 7/1985, art. 16.1).

Housing rental

Prices vary a lot from one district to another. The district table shows the estimated 2026 range for all 10, calculated from official data.

New housing decrees (October 7, 2026). Since October 8 you can request a lease extension of up to two years and, without a new agreement, annual rent increases are capped at 2% until the end of 2027 (Royal Decree-law 29/2026). From November 15, leases will be extended in five-year terms, with compensation if the landlord does not renew (Royal Decree-law 28/2026). They still have to be ratified. What changes if you rent →

⚠️ Stressed residential market area

Barcelona is declared a stressed residential market area by Cataluña, in force from 16 March 2024 to 16 March 2027. While the declaration lasts, the rent of a new contract cannot exceed that of the last primary-residence lease of the previous five years for that same home, updated by its annual adjustment clause (art. 17.6 LAU); it may rise by up to 10% only in four specific cases (renovation, 30% energy improvement, accessibility works, or a lease of ten years or more). If the landlord is a large holder, the cap is the reference price index instead (art. 17.7 LAU).

Monthly rent for the whole home (flats) according to the State Reference System for Rental Prices of the Spanish Ministry of Housing, based on rents declared in income tax returns by private landlords. These are contracts already signed, not listing prices: looking for a flat today you will normally pay more. Data from 2024 (140.872 declared contracts). Official SERPAVI page

Estimated figures: 2024 contracts from SERPAVI (Spanish Ministry of Housing) updated with the rent component of the CPI for Catalonia (INE): +1.4% in 2025 and, on top of 2025, +2.2% through August 2026. The range runs from the cheapest 25% to the priciest 25% of contracts, depending on the size, condition and amenities of the apartment. If you sign a new lease, expect to pay somewhat more: the CPI also includes older leases. CPI, INE table 76137

📈 Careful reading the median as “what I will pay”: it measures what all tenants pay, and most have been in the same contract for years. Spain’s statistics office separates the two, and in Barcelona (2024) rents on new contracts rose 7.4% against 2.6% for existing ones. After 2024 there is no official rental statistic by municipality; the freshest official figure is the rent component of the CPI (2.6% year on year in 2026-07), which also measures the whole stock, not asking prices. If you are signing now, expect to pay above these figures.

Tips for renting
The legal deposit is one month’s rent. The landlord may also ask for an additional guarantee, but for home rentals of up to five years it cannot exceed two months’ rent, and one month’s rent in temporary rentals. Nor can you be required to buy rent-default insurance (Law 29/1994, art. 36, as worded by Royal Decree-law 29/2026).
You do not pay agency fees: art. 20.2 of the Urban Leases Act, as worded by Royal Decree-law 29/2026, states that property management and lease formalization costs cannot be passed on to the tenant, directly or indirectly, under any concept or name. If you are asked for a month's fee to rent your home, that is not lawful
Watch out for scams: do not pay anything before seeing the apartment in person.

Sanidad

Sistema: CatSalut (Servei Català de la Salut, Catalan Health Service)

Registering on the padrón is not enough to get a health card. If you work, receive a pension or a benefit, or live in Spain legally, the National Social Security Institute (INSS) first recognizes your entitlement and then you request the card at your health center (Law 16/2003, arts. 3 and 3 bis). If you are undocumented, you do not get a card but the document issued by your region’s health department: ask at your health center how to apply.

Primary care, specialists, emergency care, free hospitalization.

💡 Undocumented people are also entitled to public healthcare, on the same terms as Spanish nationals, if they have no other mandatory coverage, cannot export coverage from their home country and no third party is liable to pay (Law 16/2003, art. 3 ter). Each region sets the procedure and the documents required.
