Form 790-012: 2026 amounts for TIE, NIE, and certificates, and how to fill it out step by step

The tasa modelo 790 código 012 [form 790, code 012 fee] is what the Policía Nacional [National Police] charges for the immigration procedures it resolves or issues itself: the tarjeta de identidad de extranjero (TIE) [foreigner identity card], the assignment of your NIE [foreigner identification number], the resident and non-resident certificates, the EU citizen registration certificate, stay extensions, the return authorization, or the letter of invitation, among others. You fill it out on the Policía Nacional's online office, download it, and pay it before submitting your application, because the payment receipt is part of the required paperwork. Here are the current fees and how to fill it out without picking the wrong box, which is the mistake that costs the most appointments.

What the 790-012 fee is and when you pay it

On the Policía Nacional's website it's called «Tasa modelo 790 Código 012: Reconocimientos, Autorizaciones y Concursos» [Fee Form 790 Code 012: Recognitions, Authorizations and Competitions]. It's an immigration fee: under the Ley Orgánica 4/2000 [Organic Law 4/2000], it's paid for processing the authorizations and identity documents provided for in that law — among others, stay extensions, residence authorizations, foreigner identity cards, and identity documents for undocumented people — (art. 44.2); the specific items in the table — certificates, the return authorization, the letter of invitation, and the rest — and their amounts come from the ministerial order that sets the fees, which the Policía Nacional publishes in its table. As a general rule, it's owed when you apply for the procedure (art. 45.1; the law sets a different moment only for certain residence and work authorizations for domestic service, art. 45.2 and 3). It's paid by whoever applies for the visa, or by the person in whose favor the authorization is granted or the document is issued; for employed-work authorizations, the employer pays — except in part-time or occasional domestic service, where the worker themself pays — and any agreement making an employee bear the fee is void (art. 46). It's managed and collected by the body handling the document (art. 49.1), and the law provides that whoever pays must complete the autoliquidación [self-assessment] and remit the amount as set out in the regulations (art. 49.2); the Policía Nacional's form is, in fact, a self-assessment. The amount is set by a ministerial order (art. 48.1).

That's why the official page for each procedure on the Policía Nacional's website lists the 790 code 012 fee payment receipt among the documents you must submit: for example, the NIE assignment (with form EX-15, which we explain in our field-by-field guide) or the residence card (with form EX-17).

Who doesn't have to pay

Article 47 of the Ley Orgánica 4/2000 lists these exemptions:

• Public entities for the protection of minors: they don't pay the fees for the authorizations they're required to request for the minors they legally represent.
• Transit or stay visas: children under six, researchers from third countries traveling for scientific research purposes under Recommendation 2005/761/EC, and representatives of nonprofit organizations up to age 25 attending seminars, conferences, or sporting or educational events organized by nonprofit organizations are exempt.
• Visas for beneficiaries of the EU right to free movement and residence: visa applications from third-country nationals who are beneficiaries of that right are exempt from processing fees, whatever the type of visa.
• Self-employment authorizations: the same law exempts nationals of Ibero-American countries, the Philippines, Andorra, and Equatorial Guinea, Sephardic Jews, the children and grandchildren of Spaniards by origin, and foreigners born in Spain, when they're going to work as self-employed; those authorizations don't appear in the 790-012 table.

How to fill it out, step by step

Go to the Policía Nacional's 790 code 012 fee download system and click «Rellenar formulario y descargar» [Fill out form and download]. Fields marked with an asterisk are required.

1. Identificación [Identification]: your ID document number (the form asks for «N.I.F./N.I.E.»), your last names and first name, and your address (type and name of street, number, municipality, province, and postal code).
2. Autoliquidación [Self-assessment]: check «principal» [main]. «Complementaria» [supplementary] is only for completing an earlier payment: in that case, you have to enter the number shown above the barcode on the main assessment and the amount already paid, and attach the receipt for that payment.
3. Trámite [Procedure]: check the exact item. If you hover your mouse over each procedure, the form shows its amount. Two special cases: for certificates or reports, you enter how many you're requesting and the amount is multiplied; for extension of stay without a visa, you enter the number of days. For extension of stay without a visa and for issuance of a letter of invitation, the form warns that the amount is set by the local police unit.
4. Declarante [Declarant]: city and date.
5. Ingreso [Payment]: choose your payment method, «en efectivo» [in cash] or «adeudo en cuenta» [direct debit] (in this case, with your account's IBAN).
6. Enter the verification code and click «Descargar impreso rellenado» [Download completed form].

Where to pay

In cash, at banks, savings banks, and credit cooperatives, with no need to hold an account there, by presenting the payment document, as stated on the Policía Nacional's residence card page. If you choose direct debit, the charge is made to the account whose IBAN you provided. Keep the receipt: it's the one you'll submit with your application.

Mistakes that cost you an appointment

• Paying for the wrong TIE. The first card (€16.08), the renewal (€19.30), and the long-term one (€21.87) are different items.
• Requesting several certificates and paying for only one. The amount is per certificate or report: enter the total number on the form.
• Showing up without the receipt. As a general rule, the fee is owed when you apply (art. 45.1 of the LO 4/2000) and the receipt is among the documents required for the procedure.
• Using «complementaria» when you need «principal». The «complementaria» option is only for completing an earlier payment.
• Confusing it with the 790-052. The 790-012 is for Policía Nacional procedures; the authorizations processed by the Oficinas de Extranjería [Immigration Offices] carry a different fee (we explain it, for modifications, in the EX-26 guide).
