EX-17 form (TIE): how to fill it out step by step and book the fingerprinting appointment

EX-17 is the official form to apply for the Tarjeta de Identidad de Extranjero (TIE), the physical foreigner identity card that proves your legal status in Spain. It is used for the initial card, to renew it and to request a duplicate. It is a three-page form; the current version is the one that refers to Organic Law 4/2000 and RD 1155/2024. And the form itself says so on its last line: «IMPRESO GRATUITO. PROHIBIDA SU VENTA» (free form, sale prohibited).

Who must apply for the TIE and by when

Article 209.1 of RD 1155/2024 states that every foreign national who has been issued a visa or an authorization to stay in Spain for more than six months has «el derecho y el deber» (the right and the duty) to obtain the card, and must apply for it in person within one month of entering Spain or of the authorization being granted or taking effect. The card is valid for the same period as the authorization behind it (art. 209.7).

What to bring

The procedure page on the National Police website asks for:

• The EX-17 form, original and copy (as its instructions state).
• The proof of payment of the 790-012 fee. For the TIE documenting a first temporary residence authorization it is €16.08; for a renewal, €19.30; for long-term residence, €21.87.

The rest of the documents depend on your authorization: the form refers you to the Ministry's information sheets for each procedure.

How to fill out the EX-17, section by section

The form's instructions ask you to fill it out in capital letters, with a black pen and in block letters or typed.

1. 1) Details of the foreign national: passport and NIE, surnames, first name, sex (H, M or X; X «solo podrá marcarse por aquellas personas que lo tengan reconocido en su país de origen», can only be ticked by people who have it recognized in their country of origin), date of birth in dd/mm/yyyy format, place and country, nationality, marital status (S, C, V, D or Sp), father's and mother's names, address in Spain, mobile phone and email. For minors, the details of the legal representative and the capacity in which they act (for example, father, mother or guardian).
2. 2) Representative for submitting the application: fill it in only if someone other than the applicant submits it.
3. 3) Address for notifications: who and where to notify. The consent box lets you receive notifications in the Dirección Electrónica Habilitada Única (DEHú), and for that you must have an electronic certificate or Cl@ve. If you are not obliged to use electronic notification, you will only be notified that way if you tick the box.
4. 4) Details of the application: under the type of document (art. 209), tick tarjeta inicial (initial card), renovación de tarjeta (card renewal) or duplicado (duplicate) for loss, theft, damage or change of details.
5. Signature and addressee: place, date and signature (yours or your legal representative's), and at the bottom the body it is addressed to, its DIR3 code and the province.

The form recommends filling in the mobile phone or email so you can be alerted, for information only, when you have a pending notification.

The fingerprinting appointment

The appointment is requested through the official cita previa de extranjería (immigration appointment) service, which covers both the immigration offices and procedures before the National Police. You choose your province and the Police procedure for the card, the one everyone knows as «toma de huellas» (fingerprinting). On the day you bring the EX-17 (original and copy) and the fee receipt, and the application is submitted at the relevant immigration office or police station.

Mistakes that cost you an appointment

• Paying the wrong fee. The card uses the Police's 790-012; the Administraciones Públicas website warns that the 790-052 is not accepted for this procedure.
• Trying to submit it through a registry or online. The EX-17 is only submitted in person.
• Bringing only the original. The instructions ask for original and copy.
• Letting the month pass. The deadline in art. 209.1 runs from entry into Spain or from when the authorization is granted or takes effect.
• Paying for the form. It is free and its sale is prohibited.
